Add repos for running oVirt on CentOS Stream 9

C9s x86_64 support has been added to ovirt-release-master.
ppc64le is going to be supported only on Power 9 or newer and we lack builders for it.

This bugzilla is included in oVirt 4.5.0 release, published on April 20th 2022.

Since the problem described in this bug report should be resolved in oVirt 4.5.0 release, it has been closed with a resolution of CURRENT RELEASE.
