STF | NFV | dpdk-telemetry config file created when there is no dpdk collectd plugin therefore collectd container fails to start on compute nodes. Scenario: NFV DPDKSIROV Deployment + STF. collectd container was unable to start on compute nodes because dpdk-telemetry collectd conf file was automatically created while there is no dpdk-telemetry plugin installed. So collectd was trying to load conf file when there is no actual plugin.
