Description of problem:

RHOSP 16.2 openstack-collectd:16.2 does not contain "dpdk_telemetry " plugin
so we can see error when trying to start up "collected" We make sure "dpdk_telemetry'" is missing in container image. So please help to evaluate and include the the plugin
