ODF operator under storage lead to 404 page not found and disappear from side nav. Refresh get it back and again 404

Yes. Previous versions ODF was visible

Steps to Reproduce:
1. Install OCP4.9 and ODF 4.9
2. Create storageSystem
3. Go to ODF console under storage


Actual results:
gives 404 page not found and disappear from sidenav

Expected results:
ODF page show load

Additional info:
Although cluster has a problem due to https://bugzilla.redhat.com/show_bug.cgi?id=2000573. Changing the count from 1 to 3 gives ceph health ok but ODF is still missing from UI.
