Description of problem:
When user filters data by name with ‘notext’ value on the search page, the filter result is incorrect, filter option is not to take effect

How reproducible:
Always

Steps to Reproduce:
1. Login OCP as administrator, navigate to Home -> Search page
2. Selected ‘Deployment’ on the Resources dropdown list
3. Change the filter next to the dropdown list of the resources from ‘Label’ to ‘Name’, then input ‘notext’ on the textbox
4. Verify if ‘No Deployments found’ message is returned on Deployments section

Actual results: (Attached snapshot for more information)
4. The filter of ‘notext’ is not to take effect, the data which is not satisfied with the filter is still shown on the page. Compare with the same function on Deployments page, ‘No Deployments found’ message will return when user filters data by name with ‘notext’ value 

Expected results:
4. ‘No Deployments found’ should return

Steps to Verify:
1. Login OCP as administrator, navigate to Home -> Search page

4. Verify if ‘No Deployments found’ message is returned on Deployments section

     ‘No Deployments found’ is returned now
