Description of problem:
On 'Installed Operators' page, when user filters by name and starts typing in the search field, nothing happens.

4.10

How reproducible:
Always

Steps to Reproduce:
1. Go to Operators->Installed Operators
2. Select "Project: All Projects" in the upper left screen
3. filter operators by "Name" and start typing in the search bar

Actual results:
Operators are not filtered by what the user enters in the search bar

Expected results:
The Operator list names are filtered by what is entered in the search bar

We have had several fixes for filter issues.  The latest fixes appear to have fixed this bug so I am marking it a duplicate.
