Description of problem:
During FFU a hybrid state where the OSP-NEXT contaienrs are deploy on the previous version of RHEL.
in this state Only Live Migration is Supported.

for 13 to 16 FFU this hybrid state is intended to only be used for a short period of time (messured in days not months)
when no new workload are onboarded or removed form the cloud.

in the 13 to 16 framework for upgrades the hybrid state is a steeping stone to more flexible, non monolith upgrades.
its intent is to allow the rhel host os upgrade to be under taken over multiple maintenance windows but the expectation
was and still is that the hybrid state would not span z stream releases.

This RFE Track expanding our test matix to include all supportable vm actions including but not limited
to 
start/stop/reboot
create and delete instnaces
evaucate/rebuild
and other such as interface/volume attach



the scope of this would be testing and documenting all supproted operation in the extended hyrbid state using
a mix of 17.1 (rhel 8) hybrid hosts and 17.1 (rhel 9) fully upgraded host.

as with the 13->16 FFU new feature would only become avaiabel when all hosts are upgraded to 17.1 on rhel 9.
