Description of problem:
As part of Bug 1730023, we've removed our interactions with mistral and zaqar. Because they are no longer needed, we shouldn't ship the containers (and packages)

Looked into it, to remove python-zaqarclient and python-mistral client, we'll need to complete this migration:

Else ship the RPM's with the Heat containers in the interim.

tempest and horizon both have links to zaqar and mistral rpms.

See these containers that were present in 16.2 have been removed from 17.0: mistral-engine, mistral-event-engine, mistral-executor, and zaqar-wsgi.
