Description of problem:
When we select List in topology preference it does not work when navigating to topology even after refreshing the console

Version-Release number of selected component (if applicable):
4.9.0-rc.7

How reproducible:


Steps to Reproduce:
1. Create a workload in a namespace
2. Go to the user preference page
3. Select List option in Topology user preference
4. Reload the console
5. Navigate to the topology page 

Actual results:
Topology chart view can be seen

Expected results:
Topology List view should be visible

Can we close this issue?
we have fixed it in https://github.com/openshift/console/pull/10356 and I cannot reproduce it now
