There are a lot of changes that are causing the deprecated templates jobs to crash. Moving the e2e-aws-upi and e2e-azure-upi jobs from templates to steps.

Hello Aditya, I saw the e2e-aws-upi-proxy (workflow openshift-e2e-aws-upi-proxy) still failed in this pr https://prow.ci.openshift.org/pr-history/?org=openshift&repo=release&pr=22317

Hi, we decided to push the changes into CI and then fix e2e-aws-upi-proxy to allow for the basic UPI tests to run. This bug is just for the basic UPI workflow so marking this as done.
