Extend Azure Machine and MachineSet to support Azure Marketplace Image consumption

This bug and its clone may be duplicative of https://bugzilla.redhat.com/show_bug.cgi?id=2025697

I'm not entirely sure what's in scope there versus what was done in https://github.com/openshift/machine-api-operator/pull/956 but I'd suggest that now that we believe the MAO portion feature complete and has gone through a round of QE testing we should link all required work against one bug rather than having multiple bugs for individual PRs.
