Please fix dotnet3.1 at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
dotnet3.1 will be orphaned. Before branching of Fedora 37,
dotnet3.1 will be retired, if it still fails to build.

This is the same issue as https://bugzilla.redhat.com/show_bug.cgi?id=2020172 and will be fixed by a re-bootstrap. I am working on that now, but blocked by some msbuild hangs. See https://pagure.io/dotnet-sig/packaging-issues/issue/51
