Description of problem: MON_DISK_LOW URL points to it's 4.9 version. Let's update that to match later releases (and automate it, preferably). 


Version-Release number of selected component (if applicable): 4.10+


How reproducible: Everytime


Steps to Reproduce:
1. Increase volume usage for a rook mon pod using fio utility.
2. On the ODF Dashboard, the status should point to a hyperlink.
3. Click on the hyperlink to go to the 4.9 version of the troubleshooting page for this error.

Actual results: Redirected to MON_DISK_LOW troubleshooting page for OCP 4.9.


Expected results: Redirected to page that reflects the current version of OCP.


Additional info: A script/job that automates this on say, branch cuts, will make sure that we don't need manual effort for it in the future.
