Description of problem: MON_DISK_LOW URL points to it's 4.10 version. Let's update that to match later releases (and automate it, preferably).

How reproducible: Everytime


Steps to Reproduce:
1. Increase volume usage for a rook mon pod using fio utility.
2. On the ODF Dashboard, the status should point to a hyperlink.
3. Click on the hyperlink to go to the 4.10 version of the troubleshooting page for this error.

Expected results: Redirected to page that reflects the current version of OCP.
