Description of problem: With fresh installs of Fedora 36 with Plasma 5.24.0, the default look and feel theme does not seem to be fully applying properly. In particular, the Breeze Twilight look and feel setting is not respected and I get the upstream default Breeze Light panels. Additional info: I've filed this also as a KDE bug upstream.

What's wrong there exactly? What's it supposed to look like?
The panels are supposed to be dark, rather than light.

Created attachment 1863505 [details] Plasma Desktop using Fedora Breeze (Twilight) The SDDM theming is a different issue, apparently. But, this update fixes it so that Fedora Breeze Twilight is used out of the box, as shown in this screenshot.
If a bug is filed against F36 and nominated as a blocker/FE for that release, it's not a good idea to mark an F35 update as fixing it, because if that F35 update goes stable, the bug will get closed and drop off the blocker/FE process unless someone notices and re-opens it manually. I edited the F35 update to *not* have "close bugs on stable push" set.

Discussed during the 2022-02-28 blocker review meeting: [0] The decision to classify this bug as a "RejectedBlocker (Final)" and an "AcceptedFreezeException (Beta)" was made as this doesn't really seem to violate any criteria as it stands (the elements are perfectly usable, they just don't look as intended), but we do grant it a Beta freeze exception as obviously we want things to look as intended for Beta if possible. The patch again messed with the "Breeze" theme, which was recently fixed with the release of 5.24.2.
