Context:

There's an openshift-monitoring-operator bug for a too high amount of watches on single-node clusters https://bugzilla.redhat.com/show_bug.cgi?id=2056450

We increased the test threshold as a workaround for this https://github.com/openshift/origin/pull/26685 on the master branch

We would like to do the same in the 4.10 branch, this bugzilla is for that backport of the test threshold increase
