Description of problem:
In 6.10.4, Subscriptions page and RH repos pages are blank and you are unable to do anything in the UI.

How reproducible:
Always

Steps to Reproduce:
1. Go to Content > Subscriptions
2. Go to Content > RH Repos

Actual results:
Blank body on the page.

Expected results:
Page loads as normal.
