Verified with https://openshift-release.apps.ci.l2s4.p1.openshiftapps.com/releasestream/4-stable/release/4.9.27

Flexy install with the following LAUNCHER_VARS:

installer_payload_image: quay.io/openshift-release-dev/ocp-release:4.9.27-x86_64

Flexy install failed with the following error, Mint is not allowed any more.
