This bug was initially created as a copy of Bug #2070582

I am copying this bug because: we need the same change downstream.


Description of problem:
The DIA STIG is missing three packages right now:

rng-tools
rsyslog-gnutls
usbguard

Please include them in 4.5 appliance.

Test with the latest rhvm-appliance, bug is fixed, move it to "VERIFIED"
