A regression has been identified that MAY be originating from the 3rd attempt to upgrade RHCOS to RHEL 8.6. We will be reverting back to 8.5 to help determine if the problem is in RHCOS or something else. This bug is to track moving BACK to 8.6 as soon as possible.

Since this BZ is tracking getting RHCOS back to using RHEL 8.6, let's move this back to ASSIGNED until we feel we can use 8.6 again.
To keep it from going back ON_QA automatically someone will need to open a revert of the 8.5 and leave it unmerged.
registry.ci.openshift.org/ocp/release:4.11.0-0.nightly-2022-06-15-222801 is running RHCOS 411.86.202206131434-0 which is RHEL 8.6.
