+++ This bug was initially created as a clone of Bug #2081062 +++

A regression has been identified that MAY be originating from the 3rd attempt to upgrade RHCOS to RHEL 8.6.

We will be reverting back to 8.5 to help determine if the problem is in RHCOS or something else.

This bug is to track moving BACK to 8.6 as soon as possible.
