Description of problem:
Need to backport the metrics collected by insights operator for console_helm_installs metrics.
PR https://github.com/openshift/insights-operator/pull/627 which merges the changes required to collect metrics for 4.11 + cluster.

Verified on 4.10.0-0.ci-2022-06-21-165250.


Verification steps:
1. Switch to Developer View in top left corner of UI
2. Select Helm and openshift-console namespace
3. Install a Helm Chart
4. Switch back to Administrative view
5. Check if console_helm_installs_total metric exists.
