This bug was initially created as a copy of Bug #2093906

I am copying this bug because of the process required to backport console helm installs metrics to 4.10 + ocp version .

This was addressed with https://github.com/openshift/insights-operator/pull/627. Moving to ON_QA

Verified on 4.11.0-0.ci-2022-06-12-130306.

Verification steps:
1. Switch to Developer View in top left corner of UI
2. Select Helm and operator-console namespace
3. Install a Helm Chart
4. Switch back to Administrative view
5. Check if console_helm_installs_total metric exists.
