Description of problem:
Flavor shows as not available when click on the instance from horizon dashboard but when looking at all the instances it shows

Version-Release number of selected component (if applicable):
OSP Version 16.2.2.03.28.22


How reproducible:
Always

Steps to Reproduce:
1. have instances available (flavor will show in project/compute/instances)
2. select an instance 
3. In 'overview' tab, flavor won't show. We see "Flavor Not available"

Actual results:
Flavor's info not showing

Expected results:
Flavor's info should show
