This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

Description of problem:
The rule
- accounts_max_concurrent_login_sessions
- with var_accounts_max_concurrent_login_sessions=10
does not seem to be prescribed by any of the OSPP SFRs or Configuration Annex, and no ospp reference is listed in that SCAP rule.
The rationale in the SCAP rule says
Limiting simultaneous user logins can insulate the system from denial of service problems caused by excessive logins. Automated login processes operating improperly or maliciously may result in an exceptional number of simultaneous login sessions.
However, OSPP 4.2.1 assumes A.PROPER_USER.
Please remove this rule from the RHEL 9 OSPP SCAP profile.
