Description of problem:
On the cluster list page we currently have a banner for infrastructure environments "Create Cluster on Premise with a cloud like experience
" that is tagged as new. We should remove this banner, it's been there for a couple releases now and it's odd to advertise for only one type of cluster type. It also no longer aligns with our "Host inventory" wording and we've dropped "on premise" terminology from the cluster creation wizard.
