Description of the problem:
From usability study it turns out this banner is not serving the purpose.

The action is to replace the banner with content that explains infra environment and new call to action to avoid confusion with "Quick Start".

@mcarleto @llyman @nfarkas I dont remember, did we agree to remove the card completely or rephrase the content?
