Deprecate the Backup & Restore functionality and Documentation in favor of https://bugzilla.redhat.com/show_bug.cgi?id=2069624

This is only to implement a deprecation notice. The functionality will be removed in 18.0, but will still be tested and functional in 17.1.

Disaster Recovery needs should be met by 3rd party products.
Being able to revert to a previous state when an update/upgrade/change fails should be done with the snapshot/revert functionality.

resolved in a recent advisory, it has been closed with a
resolution of ERRATA.
