Remove the Backup & Restore functionality and Documentation in favor of https://bugzilla.redhat.com/show_bug.cgi?id=2069624

Remove the functionality and documentation.

Disaster Recovery needs should be met by 3rd party products.
Being able to revert to a previous state when an update/upgrade/change fails should be done with the snapshot/revert functionality.
