Pcre has been deprecated since Fedora 38.
Please consider porting to the new pcre2 version.

Upstream added PCRE2 support to master branch of FreeRADIUS but decline to backport it to v3 [1]. Debian team reported this as well, and upstream developers recommended to just build without PCRE [2]. Let's do the same in Fedora and just remove the dependency.
