Please branch and build libqxp in epel9. If you do not wish to maintain libqxp in epel9, or do not think you will be able to do this in a timely manner, the EPEL Packagers SIG would be happy to be a co-maintainer of the package; please add the epel-packagers-sig group through https://src.fedoraproject.org/rpms/libqxp/addgroup and grant it commit access, or collaborator access on epel* branches.
For me, a rebuild of libqxp-0.0.2-15.fc37 worked.
This package is already present in RHEL 9 / CentOS Stream 9.
I'm sorry, but I can not find libqxp-devel to build scribus.
Ah, this is one of the RHEL peculiarities. I've filed bug #2144768 to get libqxp-devel added to CRB 9 (and thus later to RHEL 9). For the mean time, I'm changing this RHBZ to request the short-term solution as per https://docs.fedoraproject.org/en-US/epel/epel-policy-missing-sub-packages/#short_term to hopefully get scribus before RHEL 9.2 into EPEL 9. Please let me know if you are not interested in the short-term solution, then I'll work on this myself.
