Description of problem:
After resolving bug 2158920, svt-av1 is built on all arches, so it's no longer necessary to make support for it arch-dependent. Please enable on all arches.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 38 development cycle.
Changing version to 38.
