I have tried the upstream PR:

https://gitlab.freedesktop.org/xorg/xserver/-/merge_requests/1084

and here is the scratch build:

It seem to fix the bug 2174708 (while the focus with keyboard layout switching is still lost :/).

Focus has nothing to do with Xwayland, it's most likely a bug in mutter (the X11 wm).
