Description of problem:
Switching keyboard layout fron EN to CZ when composing new email, TB keeps using EN layout.


Version-Release number of selected component (if applicable):
$ rpm -q thunderbird
thunderbird-102.8.0-1.fc39.x86_64


How reproducible:
Always


Steps to Reproduce:
1. Create new email
2. Switch KB layout from EN to CZ
3. Try to type Czech characters such as ěščšř

Actual results:
KB layout changes are not respected and therefore I am not able to compose layout with Czech characters


Expected results:
I am able to compose email with Czech characters



Additional info:
Please note that the KB layout changes works elsewhere (at least here in FF during writing this ticket and in my terminal)
