I've just realized the problem probably isn't in the package itself. It is not building because Cython is incompatible with the 6th alpha of Python 3.12.

Good work from the py team, as always :) We may phase out this version of portmidi on Fedora 39, the new version has no python bindings ... Cython will be needed on Fedora 39 in any case. The portmidi update is depending on some packaging advise. The thread on the devel-list was somewhat inconclusive.
