Description of problem:
Package python-mrcfile fails to build from source in Fedora Rawhide.

Steps to Reproduce:
koji build --scratch f39 python-mrcfile-1.3.0-6.fc38.src.rpm

Fix pushed to rawhide and build submitted, but won't complete until https://pagure.io/releng/issue/11476 is resolved.
