Description of problem:

qt-creator requires clang-libs-15.0.6 when 15.0.7 is current

Version-Release number of selected component (if applicable):

8.0.1-8.el9

How reproducible:

Always

Steps to Reproduce:
1. Update clang-libs to current RHEL9 (clang-libs-15.0.7)
2. Attempt to install qt-creator from EPEL
3.

Actual results:

Problem 1: cannot install the best update candidate for package qt-creator-7.0.2-2.el9.x86_64
  - nothing provides clang-libs(x86-64) = 15.0.6 needed by qt-creator-8.0.1-8.el9.x86_64
[etc.]

Expected results:

Clean install

Additional info:

Essentially the same problem as bug 2102604 and bug 2203385. EPEL9 qt-creator seems to have overly specific version requirements.
