ansible-freeipa is shipped by RHEL, but 8.4's version (0.3.2) is too old to support new functionality in ansible-tripleo-ipa. RHEL 9.2's version (1.9.2) is fine.

Therefore we need to ship a newer version of ansible-freeipa only in the RHEL8 variant of RHOSP 17.1 for use during Upgrades.
