I can reproduce this in mock, I cannot reproduce it on a rawhide x86 system and I'm unclear on how python(abi) 3.11 is not available, at least until 3.12 lands.

I'm going to wait for 3.12 to land in rawhide, try it again and close this if it still installs.

I'm going to be orphaning the package as it should have been done away with years ago but I forgot that I even maintained it. It's still python2 code and there is another python3 interface library out there so I have no plans to fix the upstream, either.
