I don't have time to look into that but here is an upstream issue for test failures with Python 3.12: https://github.com/python-babel/babel/issues/1005
This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle. Changing version to 39.
This needs to be fixed for next RHEL. Hence assigning to Python Maint based on comment 4.
Here's an upstream patch, will send a Fedora PR.
