Description of problem:

The following packages were added to deploy QPid Dispatch Router (aka. QDR) and sent nodification over it using amqp1 protocol.
However QDR is no longer used by STF and OSP18 and beyond, so we no longer need these packages.

We've already removed the qdr container from OSP18 by bz 2174267 .
The usage of python3-pyngus in ceilometer-notification container was removed by https://github.com/openstack-k8s-operators/tcib/pull/73 .
