This is not usable in OSP17.x. From OSP17.x, heat is ephemeral heat and its configuration is generated by heat.conf.j2. Also, the T-H-T parameter processes by ephemeral heat. That means HeatWorkers don't affect to num_engine_workers for ephemeral heat. It looks that the only way to change num_engine_workers is modifying heat.conf.j2 directly.
