Description of problem:
For ephemeral heat we have the heat configurations in heat.conf.j2 and for scaling to 1000+ nodes we need tunings for heat to support rather than defaults configured.
For example we want to configure the no.of heat_engine_workers at scale we need to manually update the heat.conf.j2 jinja2 file

Additional info:
During our ongoing scale testing for 1000+ nodes we had to apply the heat tunings/update the parameters manually in the heat.conf.j2 file.
We'll need to add some documentation for users explaining how to use this feature. We had another BZ where it was being discussed, but since the patches were merged with reference to this BZ, let's consolidate the discussion here to avoid duplication and confusion.
