Previously, in some cases, a race condition existed that affected async notification endpoint completion handlers. As a result, a segfault occurs, depending on the timing. With this fix, a logic change is introduced to resolve the race condition and the segfault case is resolved.

Description of problem: when sending bucket notifications to a kafka broker the RGW occasionally crash. this was observed upstream, details are here: https://tracker.ceph.com/issues/63314

did not reproduce downstream, however, the issue exists in downstream code as well.
