Cause: A race condition existed affecting async notification endpoint completion handlers. Consequence: A segfault could occur depending on timing. Fix: A logic change has been introduced to resolve the race. Result: The segfault case is resolved.

+++ This bug was initially created as a clone of Bug #2252255 +++

Description of problem: when sending bucket notifications to a kafka broker the RGW occasionally crash. this was observed upstream, details are here: https://tracker.ceph.com/issues/63314

did not reproduce downstream, however, the issue exists in downstream code as well.
