Description of problem:
Default STF environment file "enable-stf.yaml" in THT templates directory is not supposed to be used. Instead, it must be created according to [1]

This should have a docs text, explaining that the file should not be used and that it is not necessary when you follow the STF docs.

Verify if Z4 update removes the RHOSP default templates file `tripleo-heat-templates/environments/enable-stf.yaml`.

Verified that enable-stf doesnt exist under tripleo-heat-templates/environments
