Description of problem:
Default STF environment file "enable-stf.yaml" in THT templates directory is not supposed to be used. Instead, it must be created according to [1]

OSP 16.2 is already in extended support life time and this bug has low severity and low priority. Dropping the template does not really change anything with the product.
