Feature: The MDS resident segment size (or RSS) perf counter is tracked with a higher priority to allow callers to consume its value to generate useful warnings. Reason: This is useful for rook to ascertain the MDS RSS size and act accordingly. Result: The RSS size perf counter in the MDS is tracked with a higher priority.

Description of problem:
mds_cache_mem_rss perf counter can be a useful metric to detect the usage of mds cache and detect mds cache oversize before it happens. Requesting to change the priority of the mds_rss metric from Debug to useful
