Description of problem:

with (2 years old) /var/lib/tripleo/transfer-flags/var-lib-mysql flag file already existing into the bootstrap controller, the 17 upgrade workflow skipped the db sync task, leading db_sync containers to fail

WA:
remove the /var/lib/tripleo/transfer-flags/var-lib-mysql flag file on the controllers and rerun upgrade run with --limit that lists all the nodes and undercloud in style of ctrl-0,ctrl-1,ctrl-2,undercloud-0

This issue is fixed in rhbz#2247606
