DNF currently does not make easy to install/upgrade single package without updating whole dependency chain. This was changed upstream:

https://github.com/rpm-software-management/dnf5/issues/1106
https://github.com/rpm-software-management/dnf5/pull/1211

and it would be nice to have the change in Fedora ASAP.

Reproducible: Always

Actual Results:  
It is not possible to install/update single package without updating the whole dependency chain

Expected Results:  
It is possible to install/update only specific package without touching rest of the system
